Network Health Score is a metric that tracks the strength of your network by looking at two numbers. The number of active relationships (bottom number) and the number of strong relationships (top number).
This is not a ratio, but allows you to compare how big (bottom number) and how strong (top number) your network is. You may have many more contacts in your network, however Network Health Score is only tracking the relationships you actually interact with.

Active Relationships (bottom number): Your total number of Active Relationships is a count of all the relationships you’ve interacted with in your network at least once in the last year. An interaction includes any of the communication channels that add to your relationship strength.
